Municipalities data

Sweden's 290 municipalities are in charge of large amounts of data in areas such as pre-school, school, social services, elderly care and certain parts of health and medical care. In addition to the needs of the municipalities' own needs, this information can also be used for research.

Data from operational systems

The data contained in municipal operational systems is structured in different ways and often varies between municipalities. The fact that the information is defined and structured in different ways is often due to local conditions and operational needs. The systems are not primarily designed to handle external data requests. Differences in the systems affect both the usability of the data and the ability to access comparable data.

Open data

Municipalities that make open data available publish it on the website dataportal.se. The portal allows you to filter by organisation type and different subject categories to get an overview of the available data.

Key figures in the Kolada database

The Kolada database (run by the Council for the Promotion of Municipal Analysis, RKA) collects statistics to facilitate the monitoring and analysis of various activities. The statistics are used, among other things, to implement cost comparisons within elderly care, disability care, home care and individual and family care in municipalities and regions.

The database contains just over 6,000 key figures, i.e. measures that are suitable for comparisons of resources, volumes and quality in the activities. The key figures are often based on national statistics from the authorities responsible for statistics, but also on data from a number of other sources, such as the National Library of Sweden, the Swedish Association of Local Authorities and Regions (SALAR) and the Confederation of Swedish Enterprise.

It also contains results from the project Kommunens kvalitet i korthet (KKiK), an initiative by SALAR that compiles an annual report on the quality and efficiency of municipalities.

User surveys within social services

Swedish Association of Local Authorities and Regions (SALAR) regularly implements a number of user surveys for:

• open interventions within social child and youth care
• service providers within the disability area
• contact with authorities within the disability area
• contact with authorities within individual and family care
• children and young people in care.

The results are usually presented by SKR, but the data can be found in Kolada.

Swedish national quality registers for municipal health and medical care

There are no separate quality registers for social services, but there are a number of Swedish national quality registers that are used by municipalities to register health and medical care interventions, for example:

• The Swedish Palliative Care Register follows quality criteria in the final stages of life.
• The Swedish Register for Cognitive Diseases/Dementia, SveDem.
• The Swedish Register for Behavioural and Psychological Symptoms in Dementia, the BPSD Register.
• Senior Alert for preventive care measures, risk assessments and follow-up in elderly care.
• Swedish National Quality Registers for Patients with Difficult-to-Heal Wounds, RiksSår.
